Hon'ble Sir,
Greetings from Manipur where the Indian National Flag was hoisted for the first time in India on 14 April, 1944. I am not a political person but a Social Worker working in the field of social issues in Manipur to bring peace, prosperity , communal harmony in Manipur.
You may be aware of the proud history of Manipur as a sovereign kingdom with unbroken history from 1445 BC till 27 April, 1891 and as a princely state from 1891 till 15 October, 1949 when Manipur was forcibly merged to India. The Government of India had committed a series of historical blunders during 1947-1950 which are beyond the scope of international laws and which remained as a source of conflicts with the Government of India and the people of Manipur. The present policy of the Government of India appeasing Naga underground (NSCN-IM) sacrificing the vital interest of Manipur added fuel to the burning ethnic conflict in Manipur . This is definitely not a wise policy of the Government of India. .
In this connection , you may kindly refer to the statement of G.K. Pillai, the then Union Home Secretary, which was published on 27 September, 2011 in the Telegraph newspaper. According to him, the repeal of the draconian act AFSPA -1958 was one of the first steps towards resolving the vexed conflict of Manipur's valley and hills. He said that " the ancient kingdom of Manipur had a constitution even before India wrote her own and had a proud history and was overnight turned into a C-category state in 1948. He further added " we have to build trust by dealing with the core issues An apology , say by the Prime Minister or the Home Minister, for the past mistakes could be a start. ". Kumari Irom Chanu Sharmila has been undergoing " Fasting unto death" for the last 14 years for repeal of AFSPA whereas Gandhiji's longest fast was 21 days.
We feel that an apology is not sufficient. The historical blunders which led to illegal annexation of Manipur to India generate a sense of betrayal in the psyche of youths of Manipur today . G.K. Pillai said " Naga political problem in the hills and the Meitei militancy were intricately enmeshed. It was after Nagaland was formed that the United National Liberation Front (UNLF), the oldest Meitei insurgent group in Manipur was formed in 1964.". In fact Nagaland state was created by the Government of India from a village republic with no written history when Manipur with a written history of 2000 years was denied of Statehood till 1972.
The recent statement of the Union Home Minister that the Government of India will continue the implementation of AFSPA as per wishes of the Indian Army amounts to handing over the administration of Manipur to the Army.
If it is so, why not the Indian Government impose AFSPA on Maoist and Naxalite infested states like Karnataka, Chhattisgarh, Odisha, Andhra Pradesh, Maharashtra, Jharkhand, Bihar, Uttar Pradesh, and West Bengal. Why do the Indian Government choose to impose AFSPA selectively in some states like Manipur, Kashmir . Is there any hidden agenda ?
If the Government of India genuinely wants a long lasting solution bringing peace, prosperity ,development and communal harmony of Manipur, you may kindly consider to come out with some concrete solutions in the form of constitutional amendments .

1. The Instrument of Accession signed by Maharajah Bodhchandra of Manipur on 11 August, 1947 was never ratified by the Manipur Constituent Assembly and therefore not valid. In case of Jammu and Kashmir , the Instrument of Accession was ratified on February 15, 1954.
2. According to the Government of India Act-1935 (6), (9) , as soon as may be after any Instrument of Accession or Supplementary Instrument has been accepted by His Majesty under this section , copies of the Instrument and His Majesty's acceptance thereof shall be laid before the Parliament and all courts shall take judicial notice of every such instrument and acceptance. But there are no records of the accepted copies of the Instrument of Accession of Manipur having laid down before the Parliament and all courts of India ?
3. Signing of Merger agreement on 21 September, 1949 was done by deceit, coercion, intimidation and forceful tactics contrary to international laws when India claimed to be a democratic country. Even after signing the Instrument of Accession, Manipur did not lose her sovereignty as the Union Government was to look after Defence, External affairs and Communications. The signing of the Manipur Merger Agreement was therefore between a sovereign state called Manipur and the Government of India. It should therefore be free from coercion or intimidation , force or undue pressure. What the Government of India did was nothing but coercion , intimidation under house arrest with a large no. of security personnel.
4. The 4th sitting of the 3rd session of the Manipur State Assembly in its session held at the Johnston School on 28th September, 1949 at 2.30.p.m. in protest against the "Merger Agreement signed on 21st September 1949" declared the Merger Agreement was invalid as the powers and authorities of Maharaja had been vested with the State Assembly . The excerpt of the Assembly proceedings was published in the Manipur State Gazette, part IV, dated 14 October 1949. Mr. T.C. Tiankham Speaker , Mr. M. K, Priyobarta Singh, Chief Minister amd 6 other Ministers and Hon'ble 43 Members were present and adopted the resolution .
The copies of the declaration signed by P.B. Singh, Chief Minister, T.C. Tiankham, Speaker, Arambam Ibungotomcha Singh, Minister of Finance and Foreign Affairs. was sent to the Government of India. But there is no reply on this issue during the last 65 years.
5.Once Manipur became part of the India, the Government of India dissolved the State's Constitution Assembly in October, 1949 without repealing the Manipur Constitution Act-1947. This is another blunder The Government of India placed Manipur under "Part C State". This was considered a disgrace to the state and the people of Manipur. Further it was degraded to the status of the union territory from 1956 onwards. In 1972, Manipur was elevated to the status of a state (or province) after a long and protracted struggle. Nagaland was raised from a village republic to Statehood on1 December, 1963 as a part of appeasement policy of the Government of India towards the Naga underground movement. Manipuris took it as an gross insult to the state and the people of Manipur perpetuated by the Government of India
In case of Jammu and Kashmir, Jawaharlal Nehru, the then Prime Minister of India had allowed to have
(1) a special status under Article 370 of Indian Constitution in spite of so many oppositions (Ambedkar refused to prepare a draft of Article 370)
(2) a separate constitution
(3) a separate flag
(4) a separate state emblem to appease his half brother Sheikh Abdulla, who was just a school teacher.
In case of Manipur, he had done many things, which was detrimental to the general interest of Manipur people. His small statue at Imphal constantly reminded the people about the blunders he had committed to the people. The existing Article 371C of the Indian Constitution is found to be extremely discriminatory and the source of all communal conflicts in Manipur which needs to be amended. We feel that you may be aware that the Indian Constitution was imposed on Manipur.
Manipur did not participate in the Indian Constitutional debate held during 9th december,1946 to 24th January ,1950. It was never ratified by the then Manipur State Assembly. Manipur never asked the Government of India for constitutional amendment during the last 65 years. Among all the problems of Manipur, constitutional amendment to bring about communal harmony, unity, equality and solidarity among all ethnic groups of Manipur is the no.-1 priority.
Considering these points, I would like to request you kindly to find a permanent cure to these past blunders in Manipur and consider amendment of the Indian Constitution with the following provisions :-
1. The Article 3 of Indian Constitution regarding alteration of state boundaries shall not apply in respect of Manipur to protect the 2000 year old territorial integrity of Manipur. The last experience of Telengana State formation with the blessings of Sonia Gandhi bypassing the state assembly was a very bad example.
2. The Union List and Concurrent list under the Indian Constitution pertaining to Manipur shall be taken up by the Government of India only with the concurrence of the State Legislative Assembly
3. Since 90% of Manipur is hill area, Manipur may be declared as a Hill State
4. All the ethnic groups in Manipur may be brought under an uniform civil code
5. All the ethnic groups in Manipur may be brought under an uniform Land Laws
6. Any person from other states of India will be allowed to purchase lands only with the approval of the State Government to protect the indigenous people of Manipur
7. Any person from other states of India shall need an "Inner Line Permit" to enter Manipur on payment of nominal fees to protect the identity, culture, traditions, language, script of the Manipuris . Manipur welcomes all people from other states to visit Manipur .
8. The Pakhangba –Sanamahi religion and other Tribal religions which are the indigenous religions of Manipur will be recognized as the other religions of the State.
9. The Constitution should provide establishment of an upper house (Legislative Council) with a minimum of 40 members with 10 seats reserved for nomination.
10 The Number of Rajya Sabha MPs should be increased to seven (7) on the basis of equal representation of states as done in USA and other countries. Large and small states should be treated at par in the Rajya Sabha or Council of States.
11. The Manipuri script ( Meitei Mayek) should be included in the coins and currency bank notes
12. The followers of Pakhangba –Sanamahi religion may be put under " Scheduled Tribe category" of the Indian Constitution to restore equality among the ethnic groups.
If you kindly consider these amendments and implement successfully , more than 90% of the problems of Manipur will subside.

While sections of the ILP movement points to ‘non-Indian’ outsiders as its primary concern, that’s a narrative of tactical convenience, given Manipur’s present political status vis-a-vis the Indian Union.

     Manipur’s Imphal valley, is witnessing an extraordinary mass movement around the Inner Line permit (ILP) issue, in the face of relentless curfews and Khaki violence. Protesters have been killed and wounded. We remain blissfully unconcerned because no senile ‘Gandhian’ or NCR candle-holding or tricolour self-righteousness is involved. The ILP is an Indian Union government issued travel document that outsider Indian citizens need to enter Arunachal Pradesh, Mizoram and Nagaland (except Dimapur). The non-partisan civic-political coalition called JCILP wants the ILP system to be promulgated in Manipur too. The ILP system was introduced during the late 19th century when the British were making new territorial acquisitions in the present day Northeast by force and adding these newly acquired areas to what  they called India. The ILP was partially developed to secure British commercial interests by maintaining peace without spending resources. British acquisitions that were beyond the inner-line enjoyed considerably more internal autonomy than their Indian counterparts. Such ‘Swaraj’ lapsed with New-Delhi raj. In 1949, the unelected King of Manipur was virtually detained in Shillong and allegedly forced to sign a merger document with the Indian Union.  At that time Manipur had a democratically-elected representative sovereign government in place, led by the Praja Shanti Party, which was of course dismissed by democratic India. New Delhi sponsored democracy has been unstoppable in Manipur ever since.

Manipur has no ILP system because it was never part of British India. When the British were busy expanding their India into these areas, the sovereign rulers of Manipur managed to largely preserve Manipur’s centuries’ old distinctiveness, politically, demographically and otherwise. After the 1949 merger, it had no method of regulating the entry of outsiders. The ILP demand is about preserving the communities whose homelands are in Manipur. The ILP demand stems from the reasonable anxiety of being destroyed by superior numbers. The population of Uttar Pradesh is 75 times that of Manipur. But aren’t we all Indians, from Kashmir to Kanyakumari?  Whether we are one people or not, depends on who you ask but what’s certain is that we are co-citizens. The youth of Imphal do not enjoy the freedoms available to the youth of Delhi. Probing those differences may uncover unpalatable truths. Hence, Indian Union’s ‘national’ media showers more concern on the treatment of Manipuri students in Delhi than the condition of actual Manipur.

For communities who once enjoyed autonomy to suddenly become ‘small’ or even minority in their homeland is extremely destablising. While the Constitution shows no concern for demographic anxieties within subsets of its population, the anxieties are real, especially in the backdrop of widely varying poverty levels, employment opportunities and total fertility rates from Kashmir to Kanyakumari. Phizo, the Naga statesman, stated in 1951 that “we can easily be submerged and get lost: our culture, our civilisation, our institutions, our nation and all that we had struggled and build up as we are today will be perished without the least benefit to mankind” (emphasis by the present author). No one wants to become a pariah in their homeland. It’s this humane plural vision of the future, to live and let live, that has to be remembered. Can Tamils imagine becoming minority in Tamil Nadu? Can that ever be a good thing? If such a scenario threatens to emerge, can we even imagine the kinds of forces that will be unleashed as a reaction? No people should be pushed to such a corner. ILP for Manipur is an idea whose time has come.

Story of ILP (INNER LINE PERMIT)

ILP (Inner Line Permit),starts from 1873 when India was under the controlled of British rule that time manipur was not part of india.1873 act passed by British govt. is known as bengal eastern frontier regulation act( BEFRA )through which ILP system was introduced for some part of north-East which presently constitutes 3 states of india Mizoram, Nagalandand  Arunachal Pradesh all are from er part of British Indian. ILP is an official travelled document issued by competent another of the govt. to permit inward travel of Indian citizen into protected area if he/she is not the native of that protected area. This act was enacted with the extinction to protect the cultural identity and demographic composition of the protected area through regularly the entry of outsider. The people of manipur are of view that the situation in manipur is almost same with that of Mizoram, Nagaland and  Arunachal Pradesh. Thus ILP should be extended in the state of manipur. One thing we need to remember is that as a whole manipur is general category state but above 3 states are schedule tribe state. If ILP is introduced in manipur appears to be violative of Articles 14 and 19 of fundamental rights .and manipur as a whole to be a schedule tribe state it will be easier for enacting ILP .so ILP before enacting in manipur this bill should introduced in union parliament it need to pass in both the house of parliament with special majority and president of India assent then bill came into act. This bill is passed in manipur legislative assembly it need the assent of governor but governor is under the control of president of India. So it is better to introduce this bill in union parliament .suppose this bill is pass in manipur legislative assembly but governor did not gave assent bill is meaningless. And union parliament also have rights on this bill so my suggestion is that as soon as possible manipur as a whole converted into a schedule tribe state then automatically this 1873 act of Eastern Bengal Frontier Regulation Act extended into Manipur.

(1) During April 2010, 76 of the India Security/ Army was wiped out in the Dantewada district of Chhattisgarh, while only 17 India Security/ Army was wiped out in the Chandel district of Manipur during June 2015.

BUT WHY THE INDIAN MEDIA DECLARES THAT IT IS THE WORST ATTACK WHERE SUCH HUGE NUMBER OF PERSONNEL ARE KILLED IN DECADES???

(2) Virtually an entire company of the India Security/ Army was wiped out when 76 were killed by Maoists and India didn't engaged any "Operation All-Out".

BUT WHY INDIA HAS IMPLEMENTED "OPERATION ALL-OUT" IN THE NORTHEAST WHERE LESSER VIOLENCE IS RECORDED THAN MAINLAND INDIA???

(3) India does not impose draconian law in mainland India and even Indian Army Chief said they are against using AFSPA in troubled mainland India areas as they are citizens of the country.

BUT WHY INDIA HAS IMPOSED AFSPA IN THE NORTHEAST SINCE LAST 6+ DECADES WHERE LESSER VIOLENCE IS SEEN THAN MAINLAND INDIA??? AND WHY INDIAN ARMY IS AGAINST THE WITHDRAWAL OF AFSPA FROM THE NORTHEAST???

(4) Last week, a woman was shot dead by the Indian Army/ Security forces in the same Chandel district of Manipur.

BUT WHY INDIA IS SILENT AND NEVER DID ANYTHING TO PUNISH/ KILL THE KILLERS??? AND EVEN THE INDIAN MEDIA WAS SILENT, WHY???

(5) Indian Military Combing Operations is now going on in the NorthEast to kill the killers.

BUT WHY INDIA PROTECTS & ALLOWS KILLERS, MURDERERS AND RAPISTS IN THE INDIAN ARMY/ SECURITY TO GO SCOTT-FREE SINCE LAST 6+ DECADES??? WHY NORTHEAST ALWAYS HAVE TO SUFFER???

Rahul Gandhi: "I feel ashamed to call myself an INDIAN after seeing what has happened here in UP".

PLEASE DON'T BE ASHAMED OF U.P. YET

Please don't be ashamed of Uttar Pradesh yet. Congress ruled the State for the Majority of the duration Pre Independence to Post Independence.. from 1939 to 1989 ( barring the Periods of Emergency.. Thanks to your Grand Mom Indira G. and a couple of transitional Governments)

8 out of the total 14 Prime Ministers of India have been from UP, 6 out of those 8 have been from Congress...

I think your party had more than half a century and half a Dozen PM's to build a State...

The Reason Mulayam Singh, subsequently came to Power is because your party wasn't exactly Gandhian in their dealings in the State.. So May be If you look at in totality the present chaos in UP is the outcome of the glorious leadership displayed by Congress in UP for about 50 years!

So Please don't feel ashamed as yet Dear Rahul.. For Mayawati is only using the Land Acquisition Bill which your party had itself used to LOOT the Farmers many times in the Past!

WHY DIDN'T YOUR PARTY CHANGE THE BILL WHEN IT WAS IN POWER FOR SO LONG?
Not that I Endorse what Mayawati is doing.. What Mayawati is doing is Unacceptable..

But the past actions of your party and your recent comments, puts a question mark on your INTENT and CONSISTENCY.

YOU REALLY WANT TO FEEL ASHAMED

But don't be disappointed, I would give you ample reasons to feel ashamed...

Ask Praful Patel what he did to the Indian Airlines? Why did Air India let go of the Profitable Routes ?

Why should the Tax Payer pay for the Air India losses, when you intend to eventually DIVEST IT ANYWAY!!!

Also, You People can't run an Airline Properly. How can we expect you to run the Nation?

Ask Manmohan Singh. Why/What kept him quiet for so long?

I guess you know the answers already. So My question is, Why the Double Standards in Judging Mayawati and members of your Family and Party?

I condemn Mayawati. But Is She the only one you feel Ashamed for?

What about the ones close to you? For their contribution to the Nation's Misery is beyond comparison.

You talk about the Land being taken away from the Farmers. How many Suicides have happened under your Parties Rule in Vidarbha ? Does that Not Ashame You ?

Your Party gave those Farmers a 72,000 Crore Loan Waiver. Which didn't even reach the Farmers by the way.

So, Why don't you focus on implementing the policies which your govt. has undertaken, instead of earning brownie points by trying to manufacture consent by bombarding us with pictures of having food with Poor Villagers....

You want to feel ashamed. You can feel ashamed for your Party taking CREDIT for DEBITING the Public Money (72,000 crores) from the Government Coffers and literally Wasting it...

WHY ONLY HIGHLIGHT THIS ARREST?

Dear Rahul, to refresh your memory, you were arrested/detained by the FBI the BOSTON Airport in September 2001.

You were carrying with you $ 1,60,000 in Cash. You couldn't explain why you were carrying so much Cash.
Incidentally He was with his Columbian girlfriend Veronique Cartelli, ALLEGEDLY, the Daughter of Drug Mafia.<p> </p>9 HOURS he was kept at the Airport. <p> </p>Later then freed on the intervention of the then Prime Minister Mr.Vajpayee.. FBI filed an equivalent of an FIR in US and released him. <p> </p>When FBI was asked to divulge the information, by Right/Freedom to Information Activists about the reasons Rahul was arrested ... FBI asked for a NO OBJECTION CERTIFICATE from Rahul Gandhi. <p> </p>So Subramaniyam Swami wrote a Letter to Rahul Gandhi, " If you have NOTHING to HIDE, Give us the Permission"

HE NEVER REPLIED!

Why did that arrest not make Headlines Rahul? You could have gone to the Media and told, "I am ashamed to call myself an INDIAN?".

Or is it that, you only do like to highlight Symbolic Arrests (like in UP) and not Actual Arrests ( In BOSTON)

Nehru and Patel: Rivals or comrades?

The best biography of Vallabhbhai Patel has been written by Rajmohan Gandhi. Based on full access to Patel’s own papers, it is a rich account of his life and struggles, set against the context of the historical forces which shaped them.

Rajmohan Gandhi’s Patel: A Life was first published in March 1991. The preface, written in April 1990, begins thus: “The establishment of independent India derived legitimacy and power, broadly speaking, from the exertions of three men, Gandhi, Nehru and Patel. But while its acknowledgements are fulsome in the case of Nehru and dutiful in the case of Gandhi, they are niggardly in the case of Patel.”

To underline the point that Jawaharlal Nehru loomed large in the public imagination, Rajmohan mentioned the recent celebration (in 1989) of his birth centenary, which “found expression in a thousand billboards, in commemorative TV serials, in festivals and on numerous other platforms”. Then he continued: “Occurring on October 31, 1975 — four months after Emergency had been declared — the Patel centenary was, by contrast, wholly neglected by official India and by the rest of the Establishment, and since then the curtain drawn on the life of one of modern India’s most remarkable sons has been only occasionally and partially lifted”.

In 1991, and for several decades before that, it was certainly true that Nehru was celebrated and Patel neglected. One reason was that Patel died a mere two and a half years after independence. On the other hand, Nehru served three full terms as prime minister. The India of the 1970s and 1980s was the India that Nehru shaped politically, socially, economically.

A second reason why Nehru’s name was high in the public imagination was that his daughter and grandson too had served as prime minister. In her own long tenure, Indira Gandhi sought to keep her father’s memory and legacy alive. The Nehru centenary occurred when Rajiv Gandhi was prime minister, so he threw the full weight of the government machinery behind it.

Rajmohan’s own book was researched in the 1980s, when Indira and Rajiv were in power. In the 1989 elections, Rajmohan was chosen by the Janata Dal to contest against Rajiv Gandhi in the parliamentary constituency of Amethi. This was billed in the media as a battle between the ‘asli Gandhi’ and the ‘nakli Gandhi’, since Rajmohan was a direct descendant of the Mahatma, whereas Rajiv got the ‘Gandhi’ name only because his Zoroastrian father changed it from ‘Ghandy’ (the standard Parsi spelling).

Rajmohan lost the election, but was soon afterwards sent by his party to the Rajya Sabha. The preface to his Patel biography was therefore written while he was an MP of a party opposed to the Congress and to the politics of Indira and Rajiv Gandhi in particular.

Rajmohan’s book played its part in making Patel and his contributions better known.

But they still remained under-appreciated, not least because between 2004 and 2014 the Nehru-Gandhis were once again in power, and they, of course, promoted only their own.

In his election campaign, Narendra Modi seized on Patel as one of his heroes. Accusing the ruling dynasty in Delhi of deliberately suppressing Patel’s memory, he vowed to build a massive statue in his honour. Patel, he went on to say, would have made a better prime minister than Nehru.

Because of such partisanship, many Indians have come to believe that Nehru and Patel were personal rivals and political adversaries. This is because Nehru is now affirmed and avowed by the Congress (and Sonia and Rahul Gandhi in particular), and Patel by the Bharatiya Janata Party (and Narendra Modi in particular).

There are two ironies in Modi’s invocation of Patel. First, Patel was himself a lifelong Congressman; indeed, as home minister, it fell to him to ban the Rashtriya Swayamsewak Sangh after the Mahatma’s murder. Second, Nehru and Patel were in fact not rivals but comrades and co-workers. They worked closely together in the Congress from the 1920s to 1947; and even more closely together thereafter, as prime minister and deputy prime minister in the first government of free India.

In April 1948, Robert Trumbull of the New York Times wrote a long essay on the Nehru-Patel jugalbandhi. The men had different temperaments, but wrote Trumbull, “their differences are too easily overdramatized”. Both Patel and Nehru recognised that after Gandhi’s death, they had to work together to unite a fragmented nation. In the partnership between the two men, wrote Trumbull, “lies a great deal of the Government’s strength, for they complement each other”.

In a recent election speech in Haryana, Narendra Modi praised Nehru for the first time. Let us hope it is not the last. Patel’s treatment by the post-Nehru Congress was a travesty. Influential elements in the RSS and the BJP would now like to answer that by consigning Nehru to oblivion. That would be a tragedy, not just because Nehru was a real maker of modern India, but because in those crucial years after

Independence and Partition, Nehru and Patel worked shoulder-to-shoulder in building a united and democratic nation.

In his book, Rajmohan Gandhi meticulously documents how, in the aftermath of the Mahatma’s death, Nehru and Patel set aside their differences. Nehru focused on maintaining religious harmony, forging an independent foreign policy, and building a technological and industrial base. Patel focused on getting the princely states to join the Indian Union, modernising the administrative services, and building a cross-party consensus on the major elements of the Constitution.

Nehru does not belong to Sonia Gandhi’s Congress; nor Patel to Modi’s BJP. Indians of all parties (or none) should have the grace and understanding to celebrate both individuals, for having contributed jointly and separately to the nation we call our own.
